What's better in veg time?

That's entirely up to you as the question is way to general.

What size CFL? How big a space? What kind of ventilation? etc...

Its been a while but I think you should be looking at lumens per sq/ft. I think its 10,000 for optimal performance.

What LED panel? There are ones which are good, and ones which are utter bollocks, 200w without further information means absolutely nothing.

Well if he hasn't bought them yet then yes, it could hurt, his wallet. Personally, for veg, i use a single 125w envirolight cfl. They cost like £20 if that, and will happily veg a whole bunch of small plants or comfortably veg out a monster scrog.

thanks, so I'll use my cfl system for veg time, after that, i will post here some photos, then will consider for next steps! thanks brothers

I'd say a 250w metal halide would work best. but between cfl and led I'd go led if its a decent one you can also use t5 or t8 flouresents or even regular florescent shop lights but t5's are the best for flourescents but a mh will dominate all.
