What will make them big? Dilemma help...

Okay here is the main concern, I have 2 plants flowering under a 70 watt hps light. I am at week 6 of flowering (3 weeks vegged, 9 weeks total plant life from germination). Yesterday I read that a 70 watt light needs to be 8" or closer to have enough energy to produce a normal size bud. After hearing this I decided to take out the smaller plant to focus the energy into growing decent sized buds on just one plant. I am growing in a confined space of about 14" wide, 30" deep, and 5' tall. The bulb is hanging vertically parellel with the plant, about 6" below the top bud. The plant is kind of tall at about 3 feet or so. I say tall as in relative to the bulb wattage. Here is what I would like to know, will the 70 watt grow a average size bud? Will it grow best if I keep it just above the plant on center with the plant? Or like I have it now an maybe switch sides daily? Or would it be majorly beneficial to purchase another 70 watt and hang one on each side.

I am growing hydroponically using deep water culture, bag seed from some Cali stuff. My buds are about the size of a pecan at 6 weeks old, does this seem small maybe due to the low wattage?
