What kind of pest is this

With my house surrounded by all sorts of vegetation harboring hundreds or thousands of those critters. I see as many mature adults as I do the immature nymphs as in your photo. Hand picking from the girls works if you go at it first thing in the morning when they are cold, or alternatively get them anytime if you trick them - slowly wave the branch with one hand and squish the visually confused leaf hopper with the other hand. You still have to be quick and on target; if you miss, the bug is buzzing off at high speed.

I'll relate my own eradication efforts. Hand picking is basically never ending, a daily chore like watering. Who needs that? OK I tried Neem oil. No luck. The buggers love the stuff and they popped up out of the blue shortly after spraying previously unaffected plants. Next I hand sprayed Orange-Guard (lightly - that stuff can burn leaves but good). Nope. Same story. The lovely orange scent just attracted more bugs.
What works? My next attack was with 10% Permethrin mixed 2 tsp./gal. sprayed top to bottom of the plants. Did it work?

YES!
Zero survivors.

Am I Happy?
YES!

My Ed Rosenthal book says you can use Neem Oil and Sesame Oil based products as an alternative to Permethrin. Probably not as effective, but it's out there.

Actually this looks a little scary if you have animals, or want to grow somewhat or totally organically. No neurotoxins for me, thanks. I heart kitties and birds and fish, and I don't like the idea of smoking poison.
LOL Rather leaping to conclusions, eh?
The EPA states "
Risks
Dietary
  • Acute, chronic non-cancer, and cancer dietary (food and drinking water) risks from permethrin were below the Agency’s level of concern (LOC)."
Jorge Cervantes certainly favors it's use and has even done a YouTube video of a grow owner in the process of spraying his indoor plants with permethrin for mites. Jorge very much favors organic. I doubt he would lead us astray.

Oh, just as an aside, kittens and fish.
The kittens that grow up be neighborhood songbird killers. Gotta' save the kitties.
The fish, well they'll just have to adapt better so their legs can help them hop and run away faster when I spray.
Puf.

Ed Rosenthal says nothing bad about permethrin, he says nothing about it being poison. I realize it's got a "low toxicity" in mammals, but that doesn't mean I'm going to put it on my salad or load up the bong with it. It's good practice to think about what you put in your body. What did the EPA think about DDT before they realized it was disrupting everything it was sprayed on? It took them over 30 years to do something about it.

Spittle Bugs, you mean? I've seen them on orchard grass but not on our herbal grass.

I wont lead you astray and I wouldn't smoke it.
