I would suggest a phosphorus is locking out your nitrogen. This could be due to too much nutrients or just too much phosphorus. Are you using hard water cause that only makes this happen faster. I'd suggest get some distilled water and use a nute that's nkp is close to 3-1-2 ratio. This should fix the nitrogen problem. But if you have hard water I'd fix that first and your next run will go a lot better. Example for years I'd use hard water and I would have this same problem. Tested my water and it's 980ppm. That's enough to nute lockout a plant figuring I feed less than that with my nutes. So If your situation is anything like mine was I'd say your culprit is first hard water and also high phosphorus nutrients.

Could Chlorine or something similar in my tap water do this?
Probably not chlorine but viper is correct. I ruined a grow once by using water that had gone through a salt exchange water softener system - all went fine until mid flowering when the salt content built up sufficiently to begin reverse osmosis on the plants, sucked em dry! So you gotta know your water test results.

For some reason the plant cant take up K and this mess is the result of that.
Try to have the plant green and vigorous prior to flowering.
Too much leaf drop gives you a crap light harvest in weight.
