Is this water balanced/good enough to use for watering during all stages of cultivation?

I don't know what that is or how it could naturally balance out at 7.2 when they don't know what type of water it's being mixed with. That's an interesting claim.
Even if it does 7.2 isn't good for growing herb. Google nutrient uptake chart. A picture is worth a thousand words. I've copy pasted it on this site millions of times. At this time of night I'm leaving it to you. You'll notice 6.5 for soil and somewhere in the 5.5-5.8 for hydro.

Like Goldberg said even if it do work 7.2 is not a good ph for your cannabis. Give some details of your grow or possible grow and u'll get some good advice.
