Wait for pre-flowers or induce before?

I've heard inducing before pre-flowers causes stress. That it won't matter b/c the plant will end up the same height as if you had waited for sex signs. What are ya's thought and experiences with this? I want to grow short plants even if it means lower yield. Can I induce a 2-3 week old, 6 inch plant with 6 internodes? How tall will she end up do you reckon?

of course you can, some people flower straight from the seed. final height should be less than 2 feet, in general, of course. strains differ greatly
