Veggin for a month inside (enough light?)

Im vegging 20 plants inside for a little under a month before putting them outside they will be on 18/6 i have two areas with two 65watt cfl's (unless i can find bigger ones) so ill have 10 in each little grow room with 130watts in each little room. Is that enough light to get them to 6 inches each they are in party cups with good soil and enough but not too much h2o.

probably be fine in the solo cups to go 6 inches,make sure you keep your cfls as close as possible to the plants, if possible get some more cfls, more light is always better
