Veg Room Ideas? HELP please

I am looking to start a perpetual grow in the upcoming months. I would like to throw 4 plants (in soil) into flower every 2 weeks when they are about 8-10 inches tall. Can anyone please help me get some ideas for a proper setup so I can make this happen. I have no experience with mother plants and clones so any help will be appreciated. Also, I would rather not be using an MH or HPS light for the veg room. thanks

Well I'm using a 32 inch tall by 30 wide and 16 inch in length box. 6 23 watt cfl's (had 8 but had humidity was to low). I can fit 5 in there comfortably. Keep in mind that is only my veg box. if you plan on flowering at such a small size yea i guess that will work for 4 plants and not one over.

thanks for the reply. What type of light do you use? I am looking into getting 2 125w 6400k cfls for rooted clones, and 1 125w cfl for the mother plant. Will this be enough for good veg growth?
