Urgent 2 Week Old Strange Plant Problem

There are 4 babies are under CFL's,
They always looked healthy until,
a few started to get abit of CFL burn,
and a few symptoms of over fert,
but now I've realised after nearly being 3 weeks old,
The plants are Very small, Leaves not to long,
but i have Stacks of leaves on each plant,
And there all very squished together,
Being hard to see in the pictures i have, i will try and upload some more,
Whats causing them to be so small and stubby?
does anyone know?

Are any of the leaves twisted or otherwise deformed? Mine were and it turned out to be from
my ph being too low. After I corrected it, they put on more growth in a week than they had
in the previous month! Hope you get it sorted out. Best of luck.

I have actually been sussing the ph out my self latly but i have never tested it but yes the leaves are twisting, So I'll defenatly have to test the ph Thanks heaps!
