Along with maintaining a perpetual grow I buy and sell rare coins on eBay. I "lost" some coins in the mail that were insured so I was assigned a US Customs inspector to investigate my claim. I got to talking to her about packages sent from overseas to the US and what Customs did with them. She was forthcoming and I learned a lot.
The Customs people are most interested in finding explosives and their chemical precursors and that is what they look for. Incoming packages deemed suspicious are given the "sniff test". Customs will drill 2 small 1/8 inch holes in the package and use a wand that sniffs for illegal chemicals. When they find cannabis seeds they confiscate the beans and send the addressee a letter saying the beans were confiscated. They will not follow up and attempt any kind of prosecution against the addressee. So if you've had seeds snatched don't worry about legal repercussions.
Over the years I have found 3 or 4 of my incoming packages to have the 2 small holes that were then taped over and sent to me (they were coin packages). Twice they have snatched seeds I ordered from Attitude. Both times the people at Attitude re-sent the order for free because I had opted for the stealth option for shipping. I suggest that option for orders over $100 or so.
