Turning outdoor soil into quality soil?

Im being cheap and I dont have the finances to go buy bags of soil for my outdoor grow so I want to use whats in the ground already. I want to know what can I add to this soil to make it quality? and not just for growing weed but other plants and veggies also. I wanna make this a real garden (that just happens to have weed in it concealed by other plants) Should I buy compost from home depot or something and just mix that into the soil thats there?.

Suggestions ppl, list items i can get.

Start with a soil test. Don't guess and certainly don't ask the fools on this site for recommendations.

Are you planting in the ground or in pots? @d4money1
I was thinking about planting directly in the ground...I figure mix some compost with my soil thats already there and add a few bags of fresh garden soil also. Im being cheap so I was gonna grab miracle grow garden soil, mix that with some compost and dolomite lime to stablize the PH and i figure it sounds good....im really short on funds for now. But for nutes I always use the fox farm trio.

If your not using pots, then you'd prolly be good with your plan of compost and garden soil. But I don't know your native soil. Think about some lime if your soil is off on ph

Yep planned on adding some lime already to stabilize ph just in case. I have high hopes, being optimistic. What should I do to prevent bugs, pests and rot?

Compost pile!!!! Dont throw it away, compost it!!!!
Quick question since I wanna start my seedlings indoors of course but I won't have the funds for the garden soil right away. Can I just dig up some soil out the ground and flush it some and just plant my seedlings in that? It should be alright since they don't need nutes during the seedling stage.

You can use household oven and a cookie sheet to sterilize your soil if concerned about pests
