took plant from sunlight to artifical...growing slowwww

hi, this is my first time trying to grow. my plant is about 3 weeks to a month old and i started growing it on a window sill. i transplanted it when it was around 2 weeks and made a tiny grow room in my closet using a 15 watt daylight bulb, a 42 watt cfl and a pc fan. i have a timer set for about 13 hours of daylight. it has barley grown and the stem has turned red. on the window sill it grew at a rapid rate. is it because of the transplant/different lighting thing? and if so, how long will it take until it gets use to it?

a couple more lights and when you are veging leave them on all the time

is the red stem normal? i mean all the leaves look healthy.

Red/purple stem can be genetic.

i start nutes at 3to 4 weeks about 1/4 dose and slowly work up

how many leaf sets/ how tall should it be at 3 to 4 weeks?

ok..i added more light and it seems to be growing faster..only thing is, the two bottom leaves are starting to look a little yellow...the rest of the plant is nice and green though...what would be causing that?

its normal if its the first set of leaves, the small round ones.
