no you can use soap too if you want they both serve the same purpose they are surfacants which means they make stuff stick basically like water and they basically suffocate the bugs. An all natural dish soap works fine too like the stuff at whole foods mixed with some water just don't use too much soap.

Thank you for clearing that up NewGrowth. I like to know how to get rid of unwanted bugs before it becomes a problem (which lucky for me has not happened yet ) Thanks a lot

If you have a clean room and a sterile growing medium you should not have any bug problems. Just disinfect everything after each grow, clear out the grow room and use new sterile growing medium.

Um no you need an emulsifier (aka dish soap) or else the neem oil would just sit on top of the water and not spray.

For use as a bio-pesticide, pure Neem oil should be diluted at the rate of 1 teaspoon per quart, or 4 teaspoons per gallon of water (metric: 5.2 millilitres per litre). Adding a surfactant greatly enhances its effectiveness.

Its from Wikipedia

I use more neem oil though and shake it up for my tomato plants so you don't need soap but if you want to you can and it as a surfacant like I said

I suppose you could do that but it'd be so inefective I don't see why you would. The dish soap would make it so the neem oil blends with the water and gets the right amount to the plants.

True I did not say it was wrong I just do it that way and it works fine for me or I just use dish soap and water alone that works too.
