the heat in the place i have my plants get up to 95 f is that ok or what.And can someone please tell me how long it takes it to bud from a seed

at that temperature, you do not have to worry about budding. you should worry about getting more seeds to kill or finding out a way to reduce the temp. try a fan blowing out from your grow area into another space for starters.

If it "gets up to" 95 degrees, then that means at other times its lower than that, right? spikes to 95 degrees and even higher are OK ... AS LONG AS YOU HAVE PROPER VENTILATION. Think about it ... they grow great weed in Afganistan. I think it gets over 120 degrees in the summer in Afganistan.
