T5 or CFL? Extra push for flowering

Growing 3 plants (2 master bubba, 1 ATF)
Bubbleponics system
week 1 of flowering

Here is my setup;

3x3x5 grow tent
400 watt MH/HPS
6" fantech exhaust
2 clip on desk fans

Nutes;

CNS17 bloom
Hydroplex
Rapidstart root enhancer

Here is my questions;

At the moment I have 2 100 watt (equivalent) CFL in metal hoods (heat/work lamps) clipped on to the side of the tent to shine some light on the undercarriage of the plants.
Though, it seems to only do so much. I was wondering if I should buy some T5's to lay on the floor of the tent to help get some light under there.
What's your thoughts?
Would this make any difference?
should I go with more CFL's or some short T5's?
What type of CFL's or T5's should I go with?

REMEMBER THIS IS FOR FLOWERING, NOT VEGGING.

My plants love the extra light from cfls. Gotta put em as close as possible to the leaves or their use in almost any set up would be trivial at best. a A 150 watt cfl or several and they have to be the right kelvin temperature or again they are trivial. For flowering you would want the box to say 2300kv to 3500 I think it is . I veg clones under 6000kv T-8's if this puts it into perspective. 3500kv might be too high... Shit ...Well maybe I helped get you off to the right direction.. Good luck man
