T5 fixture and bulbs: Is this the best bang for my buck?

I just bought 400 watt induction light, with a 2700K spectrum bulb. Now I need a t5 light for veg. I want to grow 2 or 3 (max) plants, and I would also like to be able to use this gear for tomatoes, too.

I specifically want a 2-bulb, 4 foot long fixture, as it will work out better for my tomatoes and such, as they will be grown along some windows, so the longer form factor is better.

The light I linked is only $50, with bulbs. Can I, or should I, buy something else, or is this about as good as it gets, in terms of value, for a 2 bulb, 4 foot T5?

Would it be worth it to spend the extra $$ on the Evergreen? It claims to have the Racehorse ballast, which people seem to reference often on the boards. Would this be a better idea than the cheaper, half price, half the light model from HTG that I linked in the first post?
