Here's my method:

1. Soak seeds in water for about 12 hours

2. Transfer to paper towels and keep towels moist, but not soaking wet.

3. Wait until tap root appears, and is about 1/4" long before transplanting. This can take up to 3 days.

4. Transfer to medium, add a humidity dome and wait for them to sprout. Again, this can take a few days. When they sprout, remove the dome.

5. Be dilligent with your watering. Wait until the top layer of your medium dries until you water again. It will take a couple of weeks to develop a good root system.

my seeds had soaked for a day in 24 h left out tap water i then tapped them they floated to the bottom i left them for about an hour or to at the bottom then prepared my soil popped them a 1/4" under the soft soil which moistened very little and cling filmed tops and stuck them on top of boiler on a tray and turned thermostat to 23 celcius i can see the cling filmed moist up to the point i can hardly see soil i very lightly misted the top of soil the next day after planting then last night i soaked the bottom of the pots and did not spray the tops thought if they sprouted under the soil they would grow down to find the water

is everything ive done so far correct or not??

You didn't wait for the tap root to form before planting. I don't know why you're watering the bottom of your pots either.

Bottom line, give this a few more days. If nothing pops up you obviously fucked up somehow, although there's always a remote possibility that you have bad beans.

i can see cracks in the soil now and long white shoot going downwards in the soil think they are going to pop thru soil fingers crossed

when do i put them under lights?

i also did a couple more seeds left them in distilled water untill they sprouted in the morning put them in soil but hope they havent drown as they were at the bottom of cup still and had quite long tap roots so ?
placed them in soil in the same enviroment as ones above in dark 23 celcius

Turn the light on when they sprout up through the soil. You could do it now, but there really isn't any benefit.

how much should i water them now? as the soil has a warm moist feel to it and in cling film still get quite steamy?
should i just leave it till its petty dry

Do not water again until the top 1/2"-1" is dry. Poke your finger around to check. If the soil isn't allowed to dry, your roots won't grow and search for water. Make sure you remove the cling film after sprouting occurs.
