Stunted Auto seedlings in pots?

Hey everyone! This is my first time attempting to grow and I have made some mistakes. I started 6 seeds in one of those Burpee seed starter greenhouse kits about 3 weeks ago. Only 2 germinated and sprouted.. One is in rough shape the other looks healthy just smaller than it should be. My plan was to start them in doors then transfer them into pots and grow outdoors. I live in Rhode Island and the weather this spring has been crappy so they were left in the burpee cubes with only the light from cheap grow bulbs I got from Home Depot which don't seem to help at all. I should have spent extra and got a decent lighting system but live and learn I guess.

Anyways the weather here is still not great but the seedlings were not growing so I had to transfer them to the pots on Tuesday. I put them into 5 gallon pots filled with FoxForest organic potting soil. I have been putting them outside during the days and if the temp drops below 60 at night I have taken them in doors. The healthier plant has taken to the new soil well and has show new growth but the other is still very small and looking like it may not make it. I know the fox forest soil has fertilizers in it but will I need to add any after any certain length of time? I just don't want to ruin the little chance of getting the most out of what I have left because I over fertilized or under... I'm just nervous that ill do too much and kill them! I wish the weather here was more like last year and my life would be much easier lol. Any advice would be appreciated. Thanks

If your using fox farm soil you won't need to use any ferts for at least a few weeks
i usually wait 4-6 weeks before I do anything.

Oh ok cool.. These autos are supposed to finish in 70 days or so. The crazy weather is making my first grow such a pain! I'm surprised 1 plant even looks healthy.. I'm not sure if the other plant is going to make it or not. I'm going to give it another 10 days or so and if it doesn't start growing I'm just gonna pull it.
