spittle bug problem

I'm having a spittle bug problem, I check on one of my outdoor planta every day and therea atleast 4-15 foam spots on my plant from spittle bugs. Are they harmful to the plant? Any solutions?

I have these all over my perennial flower garden. I'm also interested in this. I'll look into this. And, yes they are probably harmful. The spittle is most likely sugars from the plants and since large cuts are being made into the stems it is creating a vector for disease to creep in.

Hose em off. They also are very suseptible to safer soaps. Dries em up. They turn into leafhoppers.
