700 ppm is too hot for seedlings. Lucas recommends RO water as well. I start my seedlings at about 400ppm. Lucas formula full strength with RO is only 600ppm
Get your ppm down you will see new growth
I will go pickup a few gal of distilled water today, and that should help since the ppm is very low I will try to bring it down below 400 and see what happens. Nothing was happening before when ppm was low so I increased because of the light colored plant and it didn't show nutrient burn so I went for it.

I drained half the water in the reservoir and replaced with distilled water that brought my ppm down to 525 instead of 700. I also adjusted the ph down to 5.5 because over the next week it will rise up to 5.9-6.0, also I foliar fed them with 1/8th strength flora micro that was ph'd to 5.7.

Looks like some potential over-watering & possibly (over-fert). Remember that such young seedlings shouldn't be exposed to fertilizer in "normal" concentrations. Also, a Nitrogen Deficiency is probable. I feed mine a LIGHT solution of Alaskan Fish Emulsion (5-1-1) and I never have a problem. :blsmoke:

Since I foliar fed last night they have each grown a new node over night and they are both green with no yellow. Things are looking good now, I hope it stays that way but there is definitely a noticeable difference from yesterday.
