Yes, America has often resorted to creating it's own enemies in many regions in order to have political impetus to strip said regions of resources. Then they go in and "liberate" the oil and what not.

Afghanistan doesn't export oil, they export opium poppies. USA = 90% of the world's opiate consumers (Maybe not, but it is an appalling majority portion.)
