That should be fine
but with that you can't really get a HPS lamp so i would suggest 2-4 CFLs per plant
You should get 2700k for vegging and 6500k for flowering you can get them from HTG

I would suggest 4 lamps (2 y splitters plugged into a power cord, about $3 at walmart)
and do 3x6500k and 1x2700k during vegging and the reverse for flowering
(optionally you could get some mylar, should be about $14 for a 20' roll)
so thats about $45, plus $10 for a timer (to switch to veg, unless you want to turn it on and off everyday haha)
then you need a pot with holes for drainage, about $3
get some soil (i like foxfarm ocean forest, 10 gallons is about $13) with 20-40% perlite in it, make sure the pH is around 6.5
try to borrow that from a gardener friend or dad
So about $75
unfortunately doesn't leave you with much for fertilizer
best advice would be to look for some of the components and hope you have them already
but if you get fertilizer and know what you're doing with your grow you should definitely be able to get about an ounce per plant with this
