Uhm did you trim the buds away and dry the leaves by accident?
Not sure why anyone would smoke fan leaves.....unless you're looking for a sweet headache or would like to cough on some harsh nasty tasting smoke.

If you really have to use fan leaves, get them paper dry, grind into flour with a blender. You can bake that into cakes, brownies etc. 2 oz in a brownie mix. Add 30% more oil than the box calls for. Makes 2 9x9 pans cut into 16 pieces each.
TBH I just give mine to my worms any more. Enjoy!!!

Ya i totally never knew you were supposed to smoke the buds I’ve got it all wrong than hahaha “sarcasm” like I’ve seen those prerolls wrapped in a hemp leaves so I was just wondering if it could work?? Or how they got it to work.. but I already juice them in a smoothie every morning it honestly dosent taste that bad like rso you get used to the taste

Personally I would coat the fresh leaves in some kind of inter glue.. maybe like diluted cannibas oil? Then roll them into pre rolls around a form and let them dry and use them like that.

You have to cure the fan leaves in a similar way to tobacco leaves. That guy Jean Carlos that makes the expensive Magars talked about it before, he called it "color curing" and said it was similar to cigar technique.
I'd probably start by experimenting with some tobacco broad leaf curing tutorials like this:
