hi can anyone tell me if this fan speed controller will 100% stop that annoying buzz that most cheap speed controllers make

i have tried many of them cheap controllers and they all such and are un-usable for my needs. ive had several fans with controllers attached and they all such making a stupid buzzing sound when turning it anything lower then full
