slow growth in veg

This is my first grow and I'm following the grow method in the book "Marijuana Buds for Less" by SeeMoreBuds. Indoor grow, watering as needed (3.5 qts when top 1/2-1 inch is dry - about every 2-4 days). Growing in Miracle Gro potting soil and perlite, adjusting water to ph 7.4 to balance the ph 5.1 of the soil. Temps kept between 70-80, with maybe 1 or 2 days hitting 90. Humidity avgs 60-70. CFL lights, 24/7.

I got this deep chunk/strawberry cough as a clone and potted it 17 days ago. She was growing good for 2 weeks. Then the newer leaves at the top are droopy and curled compared to the older leaves, and the growth has practically stopped in the past 3-4 days. The color of the leaves look ok, so I can't determine if there's a nute deficiency - except for the main stem, which has some green and some purple/red. (In the 1st pic, the yellowing on the lower left leaf is from a fallen cfl clamp light that burned it)

I've got an AK-47 that started at the same time, and she's doing great. Is there a problem or am I being overly worried? If anyone has any tips or suggestions, I'd be grateful!

Repot and use fox farm soil Ocean forest MG is not for cannabis, do not let heat go over 85 your plants will stop growing so they can defend themselfs against heat. P.H. is to high bring it down 6.5 6.8 Once you repot in Soil that is set for Ganja your plants will grow like a weed. Make sure your pots are deep not wide and at least 3 gallon.
