Slow Growing Seedlings - Overwatering or N. Def.? Yellowing Leaves - With Pics

Hi Fellows,

This is my first cannabis grow and i have a problem.

They are in 1 liter (0.26 gal) water jugs. (Wrapped with tin foil.)
Under 250w hps double spectrum lamp. 20/4 light.
Temprature is between 26°C - 30°C (78.8°F - 86°F)
Humidity is around 45%-60%
Strains: Aurora Indica - Californian Indica - AK 48
They are 19 days old after sprout. (But they are still so small.)

Seedlings growing slowly, cotyledons became yellow and now first leaves getting lime green/yellow. And i am not sure is it overwatering or nitrogen deficiency.

I didn't watered them a lot but the soil i am using holds a lot of water i guess. I watered them first day, 9th day, 14th day and 5 day passed since my last watering but when i put my finger the soil is still moist. Drainage was good but, i add some holes from sides to reduce humidity at the bottom.

Btw they are small but when i move the tin foil i can see the roots hit the bottom of the container already.

Should i transplant them into bigger pots with better soil or use fertilizer to increase nitrogen or use fabric pots or something? If i don't do something it's look like all the leaves will turn yellow within a week.

you need a weak fertilizer concentration so that they pick up a little before you transplant
