Site news and changing email address

Why cant i post in the site news forum? When i hit reply it says i dont have privaledges to that section or my account may have been disabled??

And also i want to change my registered email address on RIU but when i enter and confirm the new address it says that address is already in use?? wtf? is somebody else using my email addy?

Perhaps its because site news is added by specific people?
