shallow pots ?

will a shallow pot thats say 4 inches deep but 13 or 14 inches long and 6 inches wide grow a decent plant in a pc case ? i ask because the case is only 16.5 inches tall and i want to have 1 plant as low as possable and lst it . will the roots grow out instead of down ? will it even work ? should i drill drain holes in the " pot " and have a tray underneath ( coco coir medium )

The roots will follow the soil so it will work. Def need holes in the bottom and a tray.
