I leave them under a 26w daylight cfl for the first week after they sprout and then they go right under an hid after that. cfls need to be kept about 2 inches away from the seedling. some people start em off under hid lighting, I have, it works fine. metal halide for veg hps for flower or hps the whole way works great to

Hmm, if I put them outside, once they sprout I can then bring them inside? Or would it be a better idea just to do them inside under the CFL

Its up to you. Honestly, id just put them under the CFL inside. Make sure the CFL is in the 5000k to 6500k spectrum for Veg.

Mother nature starts them in tropical sunlight.

24HR Light?
24hr is fine, 18hrs. or above will keep em in veg then 12/12 to flower. some say they need a rest and run 20/4 some say not and run 24/0 some say 18/6 is plenty. personally I run 24/0 while under the cfls for the first week then 18/6 under hids. some say the dark period helps establish root growth

if your going to grow them outside i would slowly wing them outside by putting them outside each day a little longer and make sure to bring them inside by night time if it get to cold or windy. but i would recomend putting plants outside for grow around 3rd week of may. right now sunlights could be less then 12hours. depends on were you live.
