Seeds Not Sprouting.. Any suggestions?

Hello All:

This is not my first grow. I germinated the seeds until the sprout was about 1/2". I planted 2 of them. After a week i noticed one looked like it was sprouting. i checked it carefully and realized that the seeds grew up but didnt root in the soil. i then replanted it. i then emptied the other pot and then took the seed and saw that it grew about an inch but didnt root in the soil. i have since replanted them both with new soil and have them under the lamps again. im on a 18-6 lighting pattern. they were in the pots for about 2 weeks. why are they taking so long to sprout?

may not be good seeds to begin with....how deep the second time did u plant them ? i would have just packed a lil soil around them when they sprouted

i put it down about a inch and it sprouted 2 days later. the other has not sprouted yet and i will dig it up and replant today
