Seedlings still dying after 2 months!

So i posted on here a month ago but unfortunately every attempt to save my 2 seedlings have not been successful. Basically growth is unbelievably slow (two months since germination now) and new leaves quickly die; starting at the tips they go yellow, then brown, then shrivel way and die.

The soil is a delicate soil ideal for seedlings according to the packaging. the pH of the runoff water is around 6.8, and i water them every 3 days or so - basically when the top 0.5cm becomes dry, i don't add any nutrients.
The temperature of the closet is only a few degrees above room temperature, originally it was very warm inside as i didnt have the extractor fan on full blast because according to the specifications of the breed (It's called Big Bud) it is used to growing in a warm environment. But even in the warm environment and the room temperature environment the seedlings continue to die.
There are two bulbs, one placed above each pot, they are Cool White (4200K) 1380 lumens 23Watts, originally they were around 5cm above each seedling, i then tried moving the bulbs 50cm above each seedling, in-case it was "bulb burn".

There are no signs of mould or insects, they are on a 20/4 light cycle.... i just don't know what's wrong with them!

Please help me, this is an absolute disaster and i really need some help here, this is my second grow by the way, the first one went well, though that was the Northen Lights breed.

Just a question, is that a container with holes for drainage? Also, looks like your over watering.

Here is some advice, get a party cup cut some drain holes in the bottom and transplant into new soil. Note what it all weighs dry.
Then water and note what it weighs wet. You don't need a scale for this. Just a mental note of before and after. (This will help you from over watering.)
Put that sucker back under the lights and wait, Do not nute!.
Later once she is growing and healthy, transplant. Use the same method to determine when to water and get more lights on her. :weed:
JMHO

Yea those pots have drain holes.
So can over watering cause these leaves to die and the super slow growth?
Thought i was being careful with watering.

My original post got answers such as underwatering and lack of CO2, which didn't really seem legit.
I have ordered some rock wool and am going to transplant them into there, i got a funny feeling the soil must be burning them or something like that, as my first grow i used a different soil and the seedlings started fine... i only had problem later in its life as the soil had a slow release mechanism of nutes so eventually burned the plants.

Yea that doesn't sound legit at all...Of anything I would have said over watering but out could be the soil too what soil did you say it was? for starts pop em in some new soil. Something for potted plants not seedlings.... The seedling stage is so short that using a seedling mix isn't necessary. Really it should only be used to germinate the seed than moved to a potting soil. Is it a very fine soil?

More light an more heat humidity at 50 or 60 run the room at 80 to 90° to make sure they will not die. An only water when the soil is dry. Also just put your cfl lights very close to your plants, if you can hold your hand on the light bulb for a couple of minutes and it's just warm you can put the light right ontop of the plant to get the Max amount of light for the plant, beings it's cfl the light is not anywere as powerful as. A ballasts light.

DO NOT run your room at 80-90.... 72-82 is your goal. If you have it in a fine seedling mix that's probably what's wrong
