Seedling leaf problem. 'wrinkly' leaves. (pictures)

So I've got a seedling which is around a week old and I've noticed that the leaves are wrinkly looking and are harder than what you'd expect them to feel like.
I'm running a 250w HPS but the seedling is a couple of feet away from it. The temperature is fairly constant at 20 degrees with humidity at 35%. Oh, and it's in biobizz all-mix soil.

Looks like it could be overwatered. Are you keeping the medium completely wet at all times, or are you giving it some time to dry out a little?
Your temp/humidity/lighting sound ok. Personally, 24" from your plant on 250w could be a little bit far. On a 250w, I'd be about 8" from his head. 600 watt about 12", and 1000 watt about 18". Use your hand underneath - if its too warm for you, it's too warm for the plant.
