Yeah, you can run your fan only when your lights are on. I do this during veg, especially because my room exhaust also cools my lights. You will want the filter on when you are a couple weeks into flower as they will begin to stink, depending on strain, the last month or so it will stink regardless of strain - from my experience.

Run it all the time in flower. You can probably get away with turning it off for a few hours in veg, but why risk it?

He could leave it off the hole time his lights are off during veg, as long as it doesnt create another problem with rh or temp or something.

I have a 150 can filter with a 12" fan on it, bastard sounds like a small plane engine, I turn it off for a hour or two at a time right now and I am in flower. I am about 2 weeks in so they dont smell much but at the end of other grows I was still able to turn it off for periods of time without smell getting to the neighborhood or rh getting too high. I know that my room can handle it because it has such good air circulation and always has forced air in from the a/c. It is really all about your setup, room, and climate in it.
