It was a JOKE! It was an ironic little joke, details of Romney's tax plan are as ellusive as that little box.
 
It is customary to use emoticons to establish humorous intent.

Obama has a Tax plan called Obama care. Full of tax. There is no budget because there is an empty chair as NewsWeek has punned on their recent cover. No leaders except the 2 kooks in Congress.

Then the stupid test is to assume the challenger has to have a plan. Obama didn't and does not.

Congress can be held to account with the power of the bully pulpit. He can make cooperation happen if he knows how.

So, we wish Mitt would save us and give a Plan. It just means there is no plan and we are desperate for one as a Nation. The President is the Commander and the influencer. Congress creates tax code plans.

Mitt has given forth the ideas and has not changed his tune and it is typical to ignore that.
