Retarded seeds? Or lights too close?

Hey, I started these purple maroc seeds in soil about 10 days ago and they've been pointing their leaves straight upward since they sprouted. They're under a 400w MH lamp and I thought it may be too close, so I moved it up today when I saw a leaf was drying out.

Here's a picture of what I'm talking about

That was taken about two days ago. Any idea what's wrong, if anything?
 
It's heat stress; notice how the leaf edges are folding up as well as the leaf pointing up? This helps the leaf minimize its exposure to light and to help keep it from drying out. Your lights are too close. Good Luck!

Alright, the light has been moved. About how long will it be before they correct themselves?

how far away the light? and what kind of soil is that, looks nasty...
It's some brand called Garden state. It looks kinda nasty, but my plants do pretty well in it. I bought it because it's the only brand that didn't have a bunch of time released ferts.
