then when the fed tells them they must pay to graze cattle on land the fed owns, they claim not to recognize the federal government as an entity at all.

The guy is no different than a welfare queen. He simply sucks off of a different government teat. He is a taker, no different than any of the other takers, he just has a more patriotic story about his taking. If he wants to graze his cattle, let him buy his own land. Why should he get a million dollars of subsidy while claiming that others are the takers and he is just a law abiding patriot.
He has the same sense of entitlement that he blames others for having. In short he is an ignorant, asshole. Just the sort of person the right just loves to laud and make into a "hero", sort of like Joe thhe plumber.
But the right has always been suckers for a good, clear cut llittle guy good, government bad meme.

It is all politics that can bring down Harry Reid.
Reid, the son,BLM head, has given out vast dispensations and exemption for this, across the state for exactly the same grazing fees. He just ;lost the bid for governor and corruption has to win or it is in trouble with the public.
Vote for me, exempt from Fee!
You don't think this anything but civil disobedience for Political Theater, I hope? Bundy sure as hell does not. He is old, seems dumb as a post, but also a very astute American. Running around with big flags on horses??? Masterful posture for big changes in self rule. Big symbol, those horses on the hill against the big sky. It is the only way we can maintain self rule, as we fool ourselves into giving up our own self interest. Someone has to martyr for the cause, even if it is dumb (seeming) old cowboys. Sometimes that works best,
America is quite romantic about this, Robin Hood against corruption.
Fees must be equal for all.

The error is on the Feds. Legally they can collect fees. But, politically it better stand the fairness test.
Big donation players, can't be exempt from the grazing fees. That is corruption.
BTW, the migrant question is the same. If they collect these fees what do that do with it? What grassland, access, water, improvements do they do for the fees? None. It is called waste land.
Yet, they allow the flow of migrants, and do nothing with the millions but waste them on storm troops and sniper training.
But, who are they after with all this? The human traffickers? Hell no. American ranchers.
