I was just wondering why my plant grew this way?
Some plants grow awkward, especially bagseed. You can do some training if you wanted to try and bush it up a little. It doesn't look like its getting much light as its very lanky and leggy. What kind of light source do you have it under?

I have it outside. Its been budding for about two months but the plants only grown not the buds. Is that normal?

Ummm, the plants is not budding if it's not growing flowers, just leaves. It's vegging.
Outdoors, depending on where you are, flowering should begin pretty soon.

Ok then, they're just starting . . . watch for them to pour on the weight in 2-3 weeks.
IF those little buds have been there for 8 weeks, then NO, it's not normal.

It looks as if the season change is slowly bringing them into flower. I dont know too much about outdoor growing but be patient. Over the next 2-3 months as the days get shorter the buds will fatten up.

I use SchultzProPlus . . . it's about 6-7 bux. No complaints from me. I'm sure there are better, and worse.
There are many to choose from. Main idea, lower the N (Nitrogen for leaves/veg) and raise the P a bit and the K a little, for bud development.
