Quick Photo ID Please! Look At This Plug

About four years ago I ordered some equipment I couldnt use so I packed it away. I feel like using it now

I never noticed it before but what the hell is this plug? Malformed, right?

its a plug for the light to the ballast

Its a lamp plug no? Goes from ballast to socket. Its different so you don't plug it into the wall or something else. (aka: idiot-proof)

Oh? Im not at home right now so I dont have the ballast to show you but it looks like the bulb jus screws into the socket and the socket has wiring..to wire to that? Then I plug that plug into the ballast? Can you tell Im more familiar with CFLs?
