question regarding my seedlings

I have a 400w digital ballast and im using it to veg my seedlings, they just popped cotyledons... my question is, I have my hps bulb in there(my mh literally just blew out 10mins ago) I have it 26" above the seedlings, at 75% power, seedlings are in a humid-i-dome. my ballast is in a cooltube with an exhaise fan directly hooked to it pulling air across bulb to cool it, my question is: is my light too close ? too far ? just right ? thanks in advance for any responses

Put the back of your hand at the distance you want to put your plants and if after twenty seconds, if your hand isn't too uncomfortable, it should be a good distance.

I didnt want to use that way of thinking because with my cooltube on there I can put my hand 1inch under the glass and its not uncomfy... so I put the lights about 14 inches off the tops... im so used to working with clones, swapping to small time growing, and having to veg out my plants in the same tent ill be flowering in is jackin me up...lol

because my mother tent I used before was cfls and led, now im using MH/hps to veg from seed thwn flower, well actually now im using hps to veg while I waitnon my new mh. I bought my ballast and bulb combo 6 months ago. I never used the MH bulb till this past week, and After 4 days of use the mofo blew out
