Question regarding clone to flower with zero veg time

I have decided to put a few rooted clones straight into flower along with my regular setup. The lights are 4 1/2 feet above them due to the much taller ladies they are sharing the room with. They are sharing a 4x4 space that a 1000w hps is lighting. Here is what I am confused about, 2 of the 7 have virtually no growth in the 3 weeks that they have been in there, but do not appear dead rather they are starting to show signs of flowering, but have not grown at all other then the 1 flower site at the top why is this? The other 5 that went straight to flower as rooted clones have all grown alot in 3 weeks and are showing alot more early flower sets. Just wanted to see if any of you guys had any advice.

its been a few days and i do see.. growth? 1/2" 12.7 mm on one and half that on the other, the bud sites are still progressing equal to the others who are not vertically stunted.

I actually just harvested 4 small jillybeans I flowered from small clones. They were about 5" tall when I put them under 12/12. They ended up being 22-26" tall and all got just about 40 grams each plant. That was with 62 days of 12/12.

I have a 4x4 room and only using a 400w cooltube. There was 3 other full sized plants in there at time also.

I run atleast a week veg to help the roots out, ill throw in a 6" clone an it'll finish around 18" if it's kush, then closer to 24-30" if it's sativa
