Tell your friend to read up on basic hydroponics.. Tons of info in books and here on the forums, sorry thats my best advice before he starts to grow in dwc.

1) if growing directly in water shoot for 5.5 - 6.0 for ph but closer to 5.5 is better
2) gel for what? Are you talking cloning? If so it just varies how you're doing it. I dip into gel if i'm doing rapid rooters, if i root in my cloner i just put them in there with no gel.
3) need more info .... cloning or are you growing in like a 5 gallon bucket?

If its an aerocloner(with water pump and sprayers) theres no sense to using a gel because its washed right off in the spray. Use clonex liquid.
Ph is important because certain nutrients are locked out but you're talking about ph'ing during cloning, clonex liquid calls for a ph of 5.5 to 6.5 but I don't know how important that really is, if you're growing you should have a ph meter at the very least.
No sense using nutrients until roots are established but clonex does have a NPK value which is 1-.4-1.

lemme plug my diy aerocloner with a couple photos....
I normally cut the bottom of the netpot off to just make it a collar so the roots don't tangle in the pots but I had a dumbass attack that round and didn't so I just popped the netpot and all in some soil (they're gonna be mothers).
