ppm's keep rising

In flower at week 6 with another 2 weeks to go and the ppm's literally keep rising even with plain water.

Dwc 14 gallon totes. Using about 8 gallons of solution with GH 3 part flora series. Using the .7 scale my ppm is at a miniscule 258ppm. The leaves are are getting crispy around the edges and curling up, classic nute burn. But why are they still climbing if I've flushed with PH'd water and have dropped the nute ppm every day to try and get them to start feeding again? The plant had great vigor up until about half way through flower. I didn't give it any boosters and the PH is always between 5.2-6.2. I use tap water that has a base ppm of 82ppm. No calmag as the tap seems to have plenty. The plant next to is take about the same ppm's but only a little burn and seems to be ok. Roots look good and don't smell funky and I change the solution every week.
