Pot with drainage chamber?

I have a pot made with clay/cement/etc i don't know (something hard) and it doesn't have a drainage hole. It does however have a flat black plastic at the bottom of the pot that has holes perhaps for draining?

Can anyone give me more information of this? I have 2 of these pots and I'm worried about drainage and wondering if I have to drill holes at the bottom or just let it be.

This will be my first grow and I want to know if I have to go get a different pot, drill holes, etc.

Also, can I plant my germinated seeds inside a paper cup and transplant it to a permanent pot later? Does it have to be a plastic pot?

By the diagram which you made, clever by the way, it would seem those pots would work fine as long as you don't severely over water. It wouldn't hurt to put some drainage holes in the bottom if you have the capability to do so, but it would seem that space at the bottom would almost serve as a reservoir for extra water. For better drainage in my pots(cheap black plastic ones) I just add a couple inches of rocks(i believe dolomite from the hydro store) to the bottom of my pots...you could also use hydroton. As for your second question, no the pot does not need to be plastic
