Please help! Plant growing weird under-developed buds. Bad genetics?

hey guys, I'm growing bluedream plants in a greenhouse and I have one plant that the buds aren't developing. What do you think it could be? They're all grown in the same soil/ pot sizes. Same nutrients. Planted same time. The weird plant has kinda been weird from the begining though. Curled leafs and such. Now the other plants are well developed but the one plant has these weird spindly buds that aren't showing any progress but producing a bunch of bud sites. First photo is one of the good plants. Last 2 photos is the weird plant.

I’d say finish it, it’s this far along, could be a very heavily leaning sativa. If you don’t have room or time for stragglers cull it.

Is there any exterior light shining on that area of the greenhouse?
I have two in my hoop house that get a little extra light that are lagging behind the other three. They are developing. But they are just doing slower than the rest. One of them is running behind its sister sitting right next to her and they are clones from the same mother.
My advice would be to just let her grow. Hopefully she will get her stuff together and finish filling out.
