Planting Northern Lights *Need Help*

What is the best strain to grow?

:confused: I got 10 Northern Light Seeds from a friend and have been putting off germinating them until I get the right equipment. First off, as I believe Northern Lights are an indoor strain and have to be grown indoors? If anybody know for sure please let me know.
I am going to germinate 5 N.L seeds and plant them in seperate pots. As of now, I have grown once before but they were grown outdoors and unforunately I was living with mom and they were thrown out when they were about 5'. I have never gone thru the whole process and anybody that can help me out I would appreciate that.
I bought a 30 Watt blue screw in bulbs from Lowe's but I am looking for some better lighting. I am looking into the T5 Flourescents if anybody has any opinions as to that one or another option. I would like something cheaper but I feel if I don't get the best stuff it won't grow as healthy and flower as much.
I also know that fertilization is necessary, and want to know first, what fertilizer to use or what to look for and where I can find it if possible, and at what point in the plant's cycle do I add the fertilizer to the soil. From the beginning when I plant it or after a certain period. Also, is plant food necessary in addition to the fertilizer. I know that I must not overdue it and start off slowly and use a little more each time of the fertilizer but do not know if it is necessary to use food and fertilzer. If so, is there a good food or like the fertilizer something to look for to get the best results?
I am planning on keeping them in a closet that is about 3'X6' and hanging the floursecents using a pully system and attach them to my clothes rack. Also, something I do not know is do the plants need light once the seed is planted or after it has sprouted. I wouldn't think it could sprout without light.
I don't want to have to spend too much money on everything (maybe 300-350 the most) but I don't know if that will cut it. I know ventilation is key and have a fan I can use for that. Like I said they will be in the closet so I don't have much room to work with but should I get reflectors for the lights? I am trying to read and understand everything as much as possible. But these are some of the ?'s I still have because I want to make sure I'm ready when those guys are ready. Any advise or comments or questions would be really appreciated. I know it's a lot of ?'s but I'm trying to become a hobby grower and want to start learning all there is too know.
Ohh, before I go the soil. I bought some organic soil I found in Lowe's that had the highest PH but was still under the recommended amount. Is that ok to use or should I use something different to get better results from the crop? Again, trying to keep the money not too crazy but get the Nothern Lights I want.
