my ph is around a 7.6 and I can't get it down to where I need it in my soil tried apple cider vinegar but it only dropped it from an 8 to the 7.6 any other suggestion I think it's causing a n lockout cause my old growth it yellow and it's creeping higher.

I assume you are outdoors in the ground?
Add a cupful of dolomite lime around the area and water in, it will balance your PH, not instantly but slowly.

Sounds to me like your meter is outta whack, test it with a known solution like distilled water or a calibration fluid.

That's a brand new meter what I'm saying is I'll measure the water from my tab at 9.8 I put my PH down to 6.8 then I add my nutrition then it drops it down to about 4.3 I never measure the water after I added my nutrition because people said measure your water make sure it's set 6.8 I did then I had my nutritions and water my plants but all I'm asking is do you measure after you had your nutrition or before you add your nutrition

and what im saying is.. It doesn't sound like your meter is calibrated correctly... Doesn't matter if it's brand new if it isn't calibrated correctly.

And to answer your question about when should you check pH... Do you wipe before or after you take a dump?

Shots fired!!

Always let your food/water sit for an hour (if you have time) and then balance PH. I have seen a major improvement in my garden after learning this.
