I don't know what is causing your brew or soil pH to be that high. 0.5% blackstrap kind of seems like a lot, though this ingredient will lower the pH of the solution, at least initially. Seabird guano would raise the pH of a solution including in soil. If there is some issue apparent I would just foliar the tea (diluted) and give water only until improvement.
