Perpetual Grow- 1 veg room, 2 flower rooms

So i'm going to build my first grow room out of 2x2s and 3/8 plywood. It is going to consist of 1 veg room (2x3x3) with CFLs for light and 2 veg rooms.

Veg room 1:
3x3x7 - 400w HPS - 4 plants in 5 gallon pots with promix

Veg room 2:
4x4x7 - 600w HPS - 4 plants in 5 gallon pots with promix

The theory behind this is that i`m going to be growing sativas with some LSTing and plan on having a shorter veg stage (4.5 weeks from the time i cut the clone) and like a 8-9 week Flower

So the process is:
Step 1: 4.5 weeks in veg room and take a cutting right before they go into flower room 1. These clones will start the cycle over - no mother

Step 2: 4.5 weeks in Flower room 1
Step 3: 4.5 weeks in flower room 2
Step 4: harvest

with this i can harvest almost every month and should have decent sized plants.

Any thoughts on if this makes sense or is there a problem that i haven`t seen

Peace
