Perlite mixture and when to use bone meal? cfl grow

I am transplanting and not sure what a good mixture of perlite to soil would be and if im ready to use bone meal yet. I heard that 1/3 perlite is a good mixture and that bone meal is used for flowering, how much of the bone meal to use though? I am using a 10" pot which is about 2.5 gallons below 5 (equivalent to 100watt CFL's.)

opinions on percentage of perlite vary. some use more, others less
1/3 is on the high side, but some do that, should give a growing medium that dries out fairly quickly
bone meal is commonly part of the soil mix, i use 1 tbsp per gallon of soil, it breaks down over time, growing buds do like it
