Just curious are these two items the same...I can't find powdered dolomite lime any where...i've checked calloways, home depot, lowes and about 3 other little mom and pop nurserys in my area.

Suppose that depends if your going soil less or using soil. Hydroponics would be more of a powdered lean and just the opposite if using soil. However their shouldn't be any but a marginal difference between the end effects of using either.

I'm using 2parts shutlz potting soil 1 part verimulite 1 part perlite for my soil mix...I was told to use a small handful of powdered lime per 2 gallons of mix to help regulate the PH of the soil. I went a head and used the powdered hydrated lime since someone with lots more exp than me told me that the pellitized form of lime takes much longer to break down and be available for use in the soil...I'm hoping this doesn't bite me in the ass lol

No the lime is hard to over use sounds like a good mix there you should have really good luck with it. Yes the lime stabilizes PH and helps control any problems that may arise without it. Also the Lime acts as a catalyst that aides in the uptake of secondary/micro nutrients in later stages of the plants life cycle.
